Human intent is three capabilities: direction, judgement and answerability. Direction decides what the organisation is for. Judgement weighs what cannot be specified in advance. Answerability places the consequence with a person rather than a process. Remove any one and the multiplication fails quietly. Most organisations can state the first, assume the second, and locate the third on an org chart that no longer matches where decisions are made.
